The front side features a rectangular ornamental frame with the inscription “ГОСУДАРСТВЕННЫЙ КАЗНАЧЕЙСКИЙ БИЛЕТ СССР” (“State Treasury Note of the USSR”) at the top. Inside, on the right, there is a large guilloche rosette with the number “3”, a small rosette with the date “1938” at the bottom center, and on the left, an engraving depicting a Red Army soldier. In the upper left corner, the 1936 version of the USSR coat of arms (with 11 ribbons, representing the union republics) is displayed. The denomination “Три рубля” (“Three Rubles”) is prominently written in cursive script in the center, with a smaller text below stating: “State Treasury Notes are secured by all assets of the USSR and are mandatory for acceptance throughout the entire territory of the USSR for all payments by all institutions, enterprises, and individuals at face value.” Below and to the right of the denomination, the series and serial number of the banknote are indicated.

The back side features a rectangle composed of numerous multicolored wavy lines. In the corners, the number “3” is placed diagonally inside guilloche rosettes. In the center, a large rosette contains the denomination: the numeral “3” with the words “ТРИ РУБЛЯ” (“Three Rubles”) below it in two lines. The denomination is also repeated on both sides in ten other major languages of the USSR at the time: Ukrainian, Belarusian, Georgian, Armenian, Azerbaijani, Uzbek, Turkmen, Tajik, Kazakh, and Kyrgyz.
